C4::Branch::GetBranchDetail retrieved library infos, it could be easily
replaced with Koha::Libraries->find
When this change needs other big changes, the unblessed method is
called, to manipulate a hashref (as before) instead of a Koha::Library
object (for instance when $library is sent to GetPreparedLetter).
Test plan:
1/ Print a basket group, the library names should be correctly
displayed.
2/ Enable emailLibrarianWhenHoldIsPlaced and place a hold, a HOLDPLACED
notice will be generated (focus on the library name)
3/ Edit a patron and change his/her library
4/ Generate the advanced notices (misc/cronjobs/advance_notices.pl) and
have a look at the generated notices
5/ Same of overdues notices
6/ Set IndependentBranches and use a non superlibrarian user to place a
hold. The "pickup at" should be correctly filled.

When a suggestion is created and linked to a fund, a mail will be
generated, using a cronjob, to notify the budget owner.
A suggestion is considered as "can be treated" if its status is "ASKED".

The DB field suggestions.budgetid should be linked to
aqbudgets.budget_id.
If the fund is removed, this column should be set to NULL.
Test plan:
1/ Using your SQL CLI (or equivalent), create or update 1+ suggestions and
set "0" in the budgetid field (or a nonexistent budget id).
2/ Execute the updatedabase script.
3/ Verify that your suggestion is unlinked to the nonexistent fund.
4/ Verify the constraint has correctly been added (show create table
suggestions).
5/ Check that this change does not affect the behavior on adding a
suggestion (linked to a fund or not).

This patch adds a "None" option for the fund filter.
Test plan:
1/ Go on the suggestion search page
2/ Search suggestions not linked to a fund using the "None" option.
3/ Search all suggestions (linked or not to a fund) using the "Any" option.

The default value for *by and *date fields is NULL.
But without this patch, the values are 0 or 0000-00-00.
It comes from the fact that the form set to an empty string the values
and DBIX::Class does not consider them as undefined.
This patch is very ugly, not sure how we can fix that.

With this patch, the subroutines NewSuggestion and ModSuggestion use DBIx::Class instead of C4::SQLHelper.
Moreover, the tests and the .pl have been adapted.
Test plan:
1) Apply the patch.
2) Execute the unit tests by launching :
prove t/db_dependent/Suggestions.t
3) The result has to be a success without error or warning :
t/db_dependent/Suggestions.t .. ok
All tests successful.

Now, the tests used 'is' instead of 'ok', the tests are wrapped in a transaction, adding tests for the routines NewSuggestion, GetSuggestion, ModSuggestion, GetSuggestionFromBiblionumber and GetInfoFromBiblionumber.
The tests for the routines DelSuggestionsOlderThan, CountSuggestion, ConnectSuggestionAndBiblio, SearchSuggestion, GetSuggestionInfo, DelSuggestion and GetSuggestionByStatus will be arrived in another patch.

This patch ensures that the list of desired formats for a purchase
suggestion includes the list of item types so long as the
AdvancedSearchTypes system preference includes 'itemtypes'.

Tests worked as expected. Placed a suggestion and saw the whole
list of item types, chose one, saved, checked staff and it loaded
as expected. Changed item type in staff and it applied in both
views.

Display changes are consistent and information about the suggestion

I created an order from a suggestion and one from an existing record.
