Bug 31432: Make 245$n$p visible by default in frameworks
$n (part_number) and $p (part_name) now have their own
columns in the database, but we are still hiding them
by default. It woudl ease testing and cataloguig if
we changed them to be visible by default in new installations.

To test:
* Check that in your current frameworks when adding a new
  record, 245 n and p are hidden
* Apply the patch and start over: drop your db and run the
  web installer
* Verify that the fields are now visible

Bug 33368: Extends borrowers.flags to bigint
it's a int(11) which means its limit is 2^31

We have currently 29 permissions, there is only one remaining, at 31 permissions
the permission system won't support a case where a patron has all permissions.

Test plan:
Don't apply this patch
Add another permission
INSERT INTO userflags (bit, flag, flagdesc, defaulton) VALUES (30, 'new permission 1', '', 0) ;
Go to the interface, tick all the boxes
select flags from borrowers where borrowernumber=5;
=> 2113928830
Remember:
2^31  2147483648
2^32  4294967296

Add another one
INSERT INTO userflags (bit, flag, flagdesc, defaulton) VALUES (31, 'new permission 2', '', 0) ;

Bug 30403: Add syspref UpdateNotForLoanStatusOnCheckout
We currently have syspref UpdateNotForLoanStatusOnCheckin which updates
notforloan status when item is checked in. We should also have
same kind of syspref for check outs. This would be usefull if for
example library has item in exhibition with status
"In exhibition, available for loan". When patron check outs the
item notforloan status can be reseted back to 0, informing staff
that the item is back on circulation.

This patch adds new syspref Add syspref UpdateNotForLoanStatusOnCheckout.

To test:
1. Set items notforloan status as e.g -1.
2. Check out item for a patron.
=> Note that items status doesn't change.
3. Apply patch and update database if needed.
4. Add "-1: 0" to syspref UpdateNotForLoanStatusOnCheckout.
5. Check item in and out again for a patron.
=> Note that items status is changed as 0.

Also prove t/db_dependent/Circulation/issue.t

Bug 33341: Address some perlcritic errors in 5.36
Some old-style code is making our tests fail when run in Debian Testing.

This patch addresses this.

To test:
1. Launch bookworm KTD:
   $ KOHA_IMAGE=master-bookworm ktd up -d
2. Run:
   $ ktd --shell
  k$ prove t/00-testcritic.t
=> FAIL: It fails!
3. Apply the patch
4. Repeat 2
=> SUCCESS: Tests now pass!

Bug 3150: (follow-up) Make sure host information displays for unlinked records
When the 773 entry is not linked to a record using $w or
Easyanalytics we still want to display the information
about the source/host item in the emails.

To test:
1. Activate the UseControlNumber system preference
2. Search for a record and make sure it has 001 set to some value.
3. Use Edit > Add child record to create an analytical record from this record.
4. Make sure 773$w was filled in and finish by adding any mandatory fields, save.
5. Add this record to your cart. Also add a 773$g with the pages or similar.
6. Create another record with 773$t and $g, but without $w.
7. Also add this record to your cart.
8. Add a few other records to the cart.
9. Host item information (In: ) should display for all entries with 773 in the record.

This also makes use of the biblio-title include to display the
different parts of the title (245$abnp), if the record is linked.

* Add missing USE statements to show

  * Link to the OPAC (Preference was not resolved)
* Make sure there is a comma between library and location
* Make sure Author(s): only displays when there is content after
* The comment field allows multi-line comments, formatting is now preserved

Bug 3150: Move emails for sending cart and list contents to notices
This patch creates notices using Template Toolkit syntax for sending
emails containing cart and list contents.

To test:
1. Apply Bug 27266
2. Run update database and restart services
3. In the staff client, add multiple items to your cart and to a list
4. Go to your cart and click Send to email the contents
5. Add an email and a comment and click Send
6. Confirm the information shown in the success message is correct
7. In your terminal, log into the database. View the message queue ( i.e. select * from message_queue; ). Confirm that your email has been queued and the content is all correct. Confirm the cart contents has been included as an attachment.
8. Go to your list and click Send list to email the contents
9. Repeat steps 5-7
10. Log into the OPAC
11. Add multiple items to your cart and to a list
12. Repeat steps 4-9
13. By the end, you should have four emails in your message queue. All
of the data about the items should be correct, they should all have
attachments, and be addressed to the correct email address.

2. Apply the patch.
3. Update the database (./installer/data/mysql/updatedatabase.pl)
4. Refresh page

To test:
* This is a little difficult to test. What you'd need to do:
* Apply the patch
* Drop your database, recreate it, run the web installer
* Make sure to select the optional AV along with the mandatory to install
* Log into Koha after finishing the installer and go to administration >
  authorised values
* Review the existing sample values for incorrect capitalization in
  the different categories

Bug 32057: Add optional stack trace to action logs
It can be useful to know where in Koha a particular logged action was generated from, and how. We should add the ability to attach a syspref controlled basic stack trace with the caller depth controlled via the syspref. We can the call caller() until the specified depth has been reached.

Test Plan:
1) Apply this patch
2) Run updatedatabase.pl
4) Restart all the things!
5) Set the new syspref ActionLogsTraceDepth to a number ( e.g. 3 )
6) Update a syspref or trigger another enabled log action
7) Query the database: SELECT * FROM action_logs WHERE trace IS NOT NULL
8) Note the stack trace was created!

Bug 30624: Add loggedinlibrary permission and DB update
To test:
1. Apply patch, updatedatabase, restart_all
2. Have a user with superlibrarian privileges ( User1 )
3. Have a user who has staff access and circulate privileges but is not a super librarian. ( User2 ) Make note of this users home library
4. Turn on the system preference 'CircSidebar'.

-MAIN log in ( auth.tt )
5. As User1, go to the main login screen and try logging in. You should be able to log in AND you should be able to properly chnage your branch BEFORE logging in.
6. As User2, to to the main login screnn amd try logging in. You should be able to but if you try and switch your libraray to anything beside the user's home branch it will not work. You will be logged in at your home branch.
7. For User2, set the new top level permission 'Allow staff to change logged in library (loggedinlibrary).
8. Now you should be able to successfully switch libraries before log in.
9. Turn the 'loggedinlibrary' permission back off for User2.

-AFTER log in-
10. With User1, click on your name/branch in the top right, you should see the the link 'Set library' at the top. If you turn on 'UseCirculationDesks' the link will be 'Set library and desk'.
11. With User2, click on your name/branch in the top right. If you have 'UseCirculationDesks' on, you should see 'Set desk', otherwise you should see nothing.
12. Repeat step 7.
13. NOw if you click on your name/branch in the top right, you should see the the link 'Set library' at the top. If you turn on 'UseCirculationDesks' the link will be 'Set library and desk'.
14. Repeat Step 9.

-CircSideBar-
15. With 'CircSideBar' turned on, go to any ciculation page (Holds queue, Holds to pull, Holds awaiting pickup) with User1. You will see the 'Set library' link. If 'UseCirculationDesks' is on you will see a 'Set library and desk'.
16. Try with User2 and you will not see a 'Set library' link. If 'UseCirculationDesks' is on you will see a 'Set desk' link.
17. Repeat step 7.
18. For with User2 you go to any ciculation page (Holds queue, Holds to pull, Holds awaiting pickup). You will see the 'Set library' link. If 'UseCirculationDesks' is on you will see a 'Set library and desk'.
19. Repeat step 9.

21. Go to the set library page (http://localhost:8081/cgi-bin/koha/circ/set-library.pl) with User2. You should NOT see see a dropdown for 'Set library'.
22. Repeat step 7.
23. Go to the set library page (http://localhost:8081/cgi-bin/koha/circ/set-library.pl) with User2. Now you should see a dropdown for 'Set library'.

9f5e6e3434 Bug 31028: (follow-up) Fix notices whitespace
We we're using [% %] rather than [%- -%] in our the notice template
introduced with this patchset.  This leads to some interesting rendering
results in some email clients.  Using the proper whitespace ignoring
template markup fixes the situation.

2c8f13fee2 Bug 31028: Add ability to report concerns from the staff interface
This patch brings the CatalogConcerns feature to the staff client
allowing non-cataloguers to report issues with catalog records from the
record details page.

Test plan
1) Enable the new `CatalogConcerns` system preference
2) Confirm that without the `edit_catalogue` permission your user can
   submit a catalog concern via `New -> New catalog concern` from the
   toolbar on a records detail display.
3) Confirm that the right user was recorded as the reporter on the
   catalog concern management page (You must have logged in again as a
   user with the `edit_catalogue` permission to see this page.

This patch adds an optional cataloger notification to email the
cataloging team whenever a new catalog concern is reported.

Test plan
1) Enable `OpacCatalogConcerns`
2) Add at least one email address to the new `CatalogerEmails`
   prefernce (a comma delimited list is also allowed).
3) Confirm that a default template has been added to the Notices
   management, `TICKET_NOTIFY`.
4) Submit a new concern using the OPAC
5) Confirm that an email is sent to those email addresses listed in
   CatalogerEmails.

This patch adds a catalog concern management page to the staff client
accessible via the cataloging home page and a new 'Pending catalog
concerns' link on the front page.

This includes added the requisit ticket_updates api endpoints and notice
triggers and templates for notifying patrons of changes to their
reported concerns.

Test plan
1) Enable the `OpacCatalogConcerns` system preference
2) Catalog concern management is tied to your users ability to edit the
   catalog, `editcatalogue`.
3) Confirm that you can see 'Catalog concerns' listed on the cataloging
   home page if you have the `editcatalogue` permission and not if you
   do not.
4) Add a new concern as an opac user.
5) Confirm that once a concern is present in the system you see a count
   of 'catalog concerns pending' on the intranet main page if you have
   the `editcatalogue` permission.
6) Click through either the cataloging home page or pending concerns
   link on the main page to view the new concerns management page.
7) Confirm the table displays as one would expect.
8) Confirm clicking on details or the concern title exposes a 'details'
   modal with the option to add an update or resolve the concern.
9) Verify that if selecting 'notify' when updateing or resolving a
   concern triggers a notice to be sent to the opac user who first
   reported the issue.

This patch adds configurable help text and a template option to the
catalog concern report modal in the OPAC.

Test plan
1) Enable `OpacCatalogConcerns` preference
2) Build the CSS for the OPAC
3) Check that there is a 'CatalogConcernHelp' block listed in the HTML
   Customisations page.
4) On the OPAC navigate to a record and click the 'Report a concern'
   button.
5) Confirm that the content of 'CatalogConcernHelp' displays beneath the
   detail entry box and that it displays as expected.
6) Check that there is a 'CatalogConcernTemplate' block listed in the
   HTML customisations page.
7) On the OPAC 'Report a concern' modal, you should see the content of
   the 'CatalogConcernTemplate' block pre-filled in the details
textarea.

Note: There is a caveat to the template.. as textarea can only be used
to submit plaintext with this patch and as such the template needs to
not utilise the WYSIWYG editor else you will be faced with raw HTML
inside your textarea.

To test:
1) Activate the IllModule system preference
2) Install a backend (BLDSS or FreeForm) following the wiki instructions:
3) Configure some authorised values for ILLSTATUS
4) Apply patch
5) Run database update
6) Verify your configured values have been updated to ILL_STATUS_ALIAS
7) Add another ILL_STATUS_ALIAS: there should now be an explanation in the
   categories list
8) Go to the ILL module and add a new request
9) Edit the request, verify that your status alias show in the status list
10) Set one of your status and save
11) Verify that the ILL requests list search filters show your status alias
12) Manage the request again and verify that the ILL request log shows the
    status descriptions correctly
13) Verify the description of the ILLHiddenRequestStatuses has
    been updated with the new authorised value category

Bug 32967: Fix PICKUP_RECALLED_ITEM and RECALL_REQUESTER_DET notices
This patch fixes two recalls notices which are referencing old column
names, so they leave empty fields when the notices are generated.

To test:

1) Apply database updates and restart services
2) Go to Tools -> Notices
3) Find the RECALL_REQUESTER_DET notice, open the Print tab
4) Confirm there are no references to recalls.waitingdate or
recalls.recallnotes. Confirm the reference is fixed to
recalls.waiting_date and recalls.notes
5) Find the PICKUP_RECALLED_ITEM notice, open the Email tab
6) Confirm there are no references to recalls.branchcode or
recalls.expirationdate. Confirm the reference is fixed to
recalls.pickup_library_id and recalls.expiration_date

Bug 22428: Change datatype of field_value to text
This patch changes the datatype of the field_value column in
marc_modification_template_actions to "text". This is to stop text
strings longer than 100 characters from being chopped short and allow
longer strings up to 65,000 characters.

Test plan:
1) Follow the same steps outlined by Caroline in the problem statement
2) Apply patch
3) Follow the steps again and this time the text should upload with no
   problem

Bug 30642: (follow-up) Change sql and adapt for translations
New column has now been changed to an enum in line with comments and the strings have been amended to be picked up for translation. The file koha-tmpl/intranet-tmpl/prog/en/includes/str/checkout_renewals.inc has been removed as the variables can be included within the javascript file.

Test plan:
1) In the database shell run "show columns from checkout_renewals;" and observe that there is currently no column for recording the type of renewal
2) Apply patch
3) In the shell run "dbic" and "perl installer/data/mysql/updatedatabase.pl" to update the database schema with the new column.
4) Create some checkouts
5) Renew some checkouts manually and observe in the database that there is now a column called "renewal_type" that will have recorded these as "Manual"
6) Create some checkouts that can be automatically renewed
7) Run the cron script in automatic_renewals.pl and observe that there are now also entries with a renewal_type of "Automatic"
8) Send a GET request to http://localhost:8081/api/v1/checkouts/1/renewals and observe that the renewal_type is now returned in the response
9) In the Item Details tab for a record, there is the "Current renewals" option which has a button to view renewals. Click on this and observe that the modal now displays the new information.

Bug 30642: Record renewal type
A requirement has been requested to record whether a renewal was done manually or automatically. A column has been added to the checkout_renewals table in the database to record this and a check is now in place to determine whether the renewal was manual or automatic. The API has also been updated to reflect this new column and return the data when requested. The renewals modal view has also been updated to show what type the renewal was.

Test plan:

* "Permanent Location" to "Home library" like MARC21 (homebranch)

To test:
* You'll need to apply the patch and then run the web installer to
  create your frameworks
* Once you got a fresh installation, got to
  Administration > Bibliographic frameworks > Choose any
* Go to 995 (for UNIMARC) or 952 (for MARC21)
* Check the descriptions of the subfields for capitalization and
  spelling errors

   make sure to enable the new feature to limit editing of items
4) Test the functionality, if an item is owned by a library in
   your group, you should have full editing abilities. If an item

Bug 27424: Add ability to specify an SMTP server in the database as the default server
Bug 22343 adds the ability to defined SMTP servers via the UI; But to then utilise them you have to go to each individual library via the libraries admin area and select the SMTP server.

We should have a way to override the fallback/default SMTP server right from the SMTP servers administration page.. setting one of our defined SMTP Servers as the system default rather than using the hard coded fallback options.

Test Plan:
1) Apply this patch set
2) Restart all the things!
3) Browser to the SMTP servers editor,
   verify only one server can be set as the default server
4) Set a default server, verify that server was used to send email from
   a cronjob, AND/OR prove t/db_dependent/Koha/SMTP/Server.t

Some users have reported that the dbrev of bug 30483 fails. This might
depend on bad data, SQL server version, etc.
We now remove the constraints temporarily.

Test plan:
Reset your version in order to pass this dbrev again. So below
22.06.00.041.
* update systempreferences set value='22.0600040' where variable = 'Version';
Run updatedatabase.

Bonus: Create an issues record with invalid itemnumber (set FK check
off when doing so). Verify that dbrev fails and installer stops.

Bug 32147: Capitalization: E-Resource management
When e- is used as prefix, the second word should not
be capitalized. And when e-resource-management is used
as part of a sentence, the e shouldn't be either.
See: e-mail, e-commerce. etc.

To test:
* Best to check the code... but:
* All E-Resource should now read e-resource or E-resource, as on:
  * Koha start page
  * Breadcrumbs in the ERM module
  * Descriptions of AV categories...

I chose to update the sysprefs.sql and the DB update as well
as this hasn't been released yet.

Bug 32154: Missing primary key on erm_user_roles table
The aforementioned TestBuilder should display "Koha::ERM::UserRole", not be empty.

This patch adds a primary key to the erm_user_roles table and fixes that.

Also includes atomicupdate file to update database schema as well as updates to
kohastructure.sql provided by Jonathan Druart.

Looked into the vue files but didn't find anywhere or a need to include the new
primary key in any of the requests as there is no request of users by role_user_id
being made.

Erm users are being created/updated as a relationship through licenceses/agreements.

Furthermore, when editing a role of an existing user, this new primary key is already
being supplied embeded in the license/agreement.

Test plan:
Add users to license and agreement
Run the cypress tests
Confirm that the change fix the test that was failing in TestBuilder.t
(another one may still fail however)

Bug 30250: Use ApplyFrameworkDefaults when importing a record
This patch adds the case of importing a record to the
ApplyFrameworkDefaults options.

To test:
1. Update database
2. Confirm the ApplyFrameworkDefaults system preference now has the
'when importing a record via z39.50' option. Do not select it.
3. Go to Cataloguing. Import a record from z39.50, or replace an
existing record.
4. Confirm framework defaults are not applied.
5. Go back to the system preference and check the 'when importing a
record via z39.50' option.
6. Repeat step 3. This time framework defaults should be applied. Only
fields that are empty in the imported record will be replaced by
framework defaults.
7. Repeat for authorities.

Bug 30880: Add 'branchonly' to OPACResultsUnavailableGroupingBy
This patch adds a third option 'branch only' to the
OPACResultsUnavailableGroupBy system preference. This option will group
unavailable items by branch in the OPAC search results and NOT show
individual callnumbers or substatuses.

Note: This assumes OPACXSLTResultsDisplay is set to default.

To test:
1. Create a biblio record with 3 items with the following home branches:
Item A: Branch A
Item B: Branch A
Item C: Branch B
2. Check out Item A to yourself
3. Edit Item B to have a lost status
4. Go to Administration -> global system preferences. Search for
OPACResultsUnavailableGroupingBy.
5. By default, this preference will be set to 'branch'.
6. Open the OPAC in another tab, and search for your record.
7. Confirm the search results shows an Availability line with "Not
available: Branch A: Checked out (1). Branch A: Lost (1)." i.e. showing
both branch and substatus.
8. In your staff client tab, set OPACResultsUnavailableGroupingBy to
'substatus'.
9. Go back to your OPAC tab and search for your record. Confirm the
search results shows an Availability line with "Not available: Checked
out (1). Lost (1)." i.e. showing substatus only.
10. Apply patch, update database, restart services.
11. In your staff client tab, refresh the page. Confirm the options for
OPACResultsUnavailableGroupingBy have now changed to:
- branch and substatus
- substatus only
- branch only
12. Set OPACResultsUnavailableGroupingBy to 'branch only'.
13. Go back to your OPAC tab and search for your record. Confirm the
search results shows an Availability line with "Not available: Branch A
(2)." i.e. showing branch only.
14. Confirm the other two options still work as expected.

Bug 32110: Fixup to db_rev for non-english, multilingual Koha
Without this patch, the update process duplicates all the news and
content entries when they were non-english to start with.

This patch keeps the same process, but new "default" "parent" entries are empty so there'
no duplication in the OPAC display, while still being editable/deletable
in the intranet.

We came through that through many iterations.  This was the least
invasive while still providing satisfying results.

Bug 24860: Add reserves.item_group_it
This feature builds upon bug 24857 and allows placing holds that target a specific item group of a record. It is patterned after the feature that allows limiting hold selection by itemtype ( AllowHoldItemTypeSelection ).

Test Plan:
1) Apply bug 24857 and this bug's patches
2) Run updatedatabase.pl
3) Restart all the things!
4) Enable the sysprefs EnableVolumes and EnableVolumeHolds
5) Create a record, items and item groups, with each item being assigned to
an item group
6) Place a hold for a patron
7) Note the new selector to choose an item group in addition to record and item level holds
8) Place an item group level hold
9) Check in an item from the record that is not part of that item group
10) Note the hold is not trapped for that item
11) Check in an item from the record that *is* part of that item group
12) Note the hold is trapped for that item
13) Place an item group level hold for another item
14) Run the holds queue builder
15) Note the holds queue targets only items from that item group
16) Check out all the items of that item group to other patrosn
17) Re-run the holds queue builder
18) Note the holds queue no longer has a line for that hold,
    as all items that could fill that hold are now unavailable

Bug 29792: Automatically send wrong transfers
Bug 24434 reinstated the 'updateWrongTransfer' call here, but made the assertion that
the transfer should not be sent until 'Ok' was clicked.

I see how unsent transfers are useful for rotation, but I believe for wrong transfer we shouldn't require a confirm or print. If a library does want to, the 'transfersblockcirc' system preference will enforce clicking the button
to continue

This patch also confirms a transfer when item already has a transfer and only options are Confirm/Print because the transfer already exists

To test:
1 - Disable TransfersBlockCirc system preference
2 - Manually transfer an item from branch A to branch B
3 - Check in the item at branch A
4 - Dismiss modal without confirming
5 - View item on biblio details page, item not in transit
6 - Check in item, confirm transfer
7 - Note item in transit on details page
8 - Check in the item at branch C
9 - Dismiss modal without confirm
10 - View item on biblio detail, not in transit
11 - Checkin at A, cancel transfer
12 - Apply patch
13 - repeat 1 - 4
14 - Confirm item appears in transit
15 - Check in at branch C, dismiss modal
16 - Confirm item in transit

Bug 31948: Add timestamp to tmp_holdsqueue table
With the option to have real time updates to tmp_holdsqueue
a timestamp will be really helpful to help find the most recently
added entries.

To test:
* Place some holds on a record with available items
* Run build_holds-queue.pl
* Verify the hold shows up under circulation > holds queue
* Apply patch
* Run build_holds_queue.pl again
* Verify this works without any issues
* Turn on RealTimeHoldsQueue
* Update pick-up location, add another hold
* Make sure these changes are reflected in the holds queue as well
* Look at the database and verify timestamps are set

Bug 30407: Add ability to syspref UpdateNotForLoanStatusOnCheckin to show only the notforloan values description
This can be used to instruct staff how the item should handled when
it's checked in. For example items notforloan status has been
changed as "Invoiced item" while item has been on loan. When it's
checked in staff sees that they should put item aside for further
processing.

To test:
1. Apply patch and update database if needed
2. Set items notforloan status as -1 (or create new one)
3. Add line "-1: ONLYMESSAGE" to UpdateNotForLoanStatusOnCheckin
4. Check item out for patron.
5. Check item in.
=> Description of notforloan status should be displayed.
=> Confirm notforloan status hasn't changed.

Also prove t/db_dependent/Circulation/issue.t

This patch adds a syspref to allow customizing the authority results
view at OPAC with XSLT

Test plan:
1. For testing make sure to have at least one or more authorities
   defined
2. OPAC: Home > Authority search(Submit) > Authority search results
   Notice the normal view of results
3. Apply patch
4. INTRA: Home > Administration > System preferences ->find
   "AuthorityXSLTOpacResultsDisplay"
5. Write the path where your file is. You can use the one for intranet:
   .../koha/koha-tmpl/intranet-tmpl/prog/en/XSLT/UNIMARCauthResults.xsl
6. Save changes
7. Repeat step 2 and notice the xslt view of results

We are now using the patron category selects on almost all system
preferences, but OpacHiddenItemsExceptions was still missing.

To test:
- Before applying the patch:
- Add patron categories to OpacHiddenItemsExceptions using |
- Add configuration to OpacHiddenItems
- Verify all works as expected in the OPAC
- Apply patch, run database update
- Verify the system preference shows the correct settings from before
- Verify feature still works as expected

Bug 31715: Add German translations for language descriptions
This adds the German translations for the different languages to
subtag_registry.sql that is used by all languages during installation.

* Apply patch
* Run database update
* Install de-DE and activate it for the OPAC
* Go to advanced search
* Look at the language pull down - it shows the languages in their
  language and then translated to English
* Switch to German - verify the German translations are used now
  There are 2-3 cases where the translation = name, so only name is shown.
* Drop your database, create your database
* Run the web installer
* Everything should complete without error and the language pull down
  should look exactly the same and be translated

Bug 29012: Fix existing update to prevent inserting incorrect data
Both updates now rely on 'suspension_chargeperiod' as the source of truth
for existence of a rule. Spot checking some existing production databases this
seems to be acceptable.

This alters the update to only add rules where a 'suspension_chargeperiod' rule exists
and a value for the rule is not already set.

NOTE: While the table has a unique key:
UNIQUE KEY `branchcode` (`branchcode`,`categorycode`,`itemtype`,`rule_name`),

This key doesn't prevent duplicates on NULLs, i.e.:

branchcode  | categorycode  | itemtype  | rule_name                 | rule_value
NULL        | NULL          | BK        | unseen_renewals_allowed   | 1
NULL        | NULL          | BK        | unseen_renewals_allowed   | 2
NULL        | NULL          | BK        | unseen_renewals_allowed   | 3

So we need to both check that any rule is present and that the specific rule is not.
The 'INSERT IGNORE' won't IGNORE existing values except for the most specific rules

Test plan:
 0 - Edit and save existing default rule in DB (sample data does not include suspension_chargeperiod)
 1 - Set some rules for "Default checkout, hold and return policy" for "Standard rule" and some specific libraries
 2 - cp installer/data/mysql/db_revs/220600024.pl installer/data/mysql/atomicupdate/
 3 - SELECT * FROM circulation rules, note the number of rules that exist
 4 - updatedatabase
 5 - Check the DB again, you should now have rules as described in the bug
     i.e. You will have 5 new rules per 'Default checkout, hold and return policy'
 6 - apply 1st patch on bug
 7 - rm installer/data/mysql/atomicupdate/220600024.pl (so we don't add again)
 8 - updatedatabase
 9 - Check DB, the extra rules have been deleted
10 - Apply 2nd patch
11 - cp installer/data/mysql/db_revs/220600024.pl installer/data/mysql/atomicupdate/
12 - rm installer/data/mysql/atomicupdate/bug_31727.pl (so we can confirm update isn't adding rules)
13 - updatedatabase
14 - Confirm no change in rules since step 9
15 - git reset --hard (get deleted update back)
16 - rm installer/data/mysql/atomicupdate/220600024.pl

It can be useful to know exactly what template was used to generate a notice. To this end, it would be useful to store the letter id as a foreign key in the message queue table.

Bug 14783: Change pickup location from opac.
This patch allows users to change the  pickup location for their holds
from the opac. A syspref (OPACAllowUserToChangeBranch) controls at what
stage a hold can be changed.

To test:
1. Set up holds with diffrent statuses for a patron (pending, waiting,
   in transit, suspended)
2. No pickup locations for any hold should be able to be changed.
3. Turn on and off the different options under
   OPACAllowUserToChangeBranch. Make sure that only the corresponding
   holds can be changed from the opac. Check eg in the staff client that
   pickup location has changed.
4. The available pickup locations should respect any transfer
   restrictions. (Same as the
   holds list for a biblio in staff client)
5. For an in-transit hold: Check in the item at the original pickup
   location.
6. Note that it will be redirected to the new location.

Bug 21705: Map copyrightdate to both 260/264c by default for new MARC21 installations
This patch adds a mapping from 264 to biblio.copyrightdate.

To test:
1) Apply patch
2) Delete existing frameworks
   -  In the database
      delete from marc_tag_structure;
      delete from marc_subfield_structure;
      delete from biblio_framework;
3) Load default framework
   - In a terminal, run
     ./misc/load_yaml.pl -f installer/data/mysql/en/marcflavour/marc21/mandatory/marc21_framework_DEFAULT.yml --load
4) In the staff interface, go to Administration > MARC bibliographic framework
   - Make sure the default framework is there
5) In Administration > Koha to MARC mapping, check the mappings for biblio.copyrightdate
   - biblioitems.publishercode should be mapped to 260 as well as 264
6) Create a bibliographic record with a value in 264
   - In the database, check the biblio entry for this record, the value from 264 should be in copyrightdate
7) Create a bibliographic record with a value un 260
   - In the database, check the biblio entry for this record, the value from 264 should be in copyrightdate
