This patch adds the mentioned endpoint. The controller relies on
Koha::Item->safe_to_delete for checks and uses `safe_delete` as
additem.pl does.
The required permissions are edit_catalogue.
To test:
1. Apply this patch
2. Run:
$ kshell
k$ prove t/db_dependent/api/v1/items.t
=> SUCCESS: Tests pass!
3. Play with item deletion using a REST tool like Postman
=> SUCCESS: All works as expected
4. Sign off :-D

This patch adds unit tests for the new effective_not_for_loan_status
which I add to the items api responses in this patchset.
Test plan
1) Run the unit test without applying the next commit, it should fail
2) RUn the test again after applying the next commit, it should pass

Most of the time the tests are failing because the item is not created
correctly (missing biblio and/or biblioitem).
The usual error is:
t/db_dependent/selenium/regressions.t ..... 5/5 Can't call method "leader" on an undefined value at /kohadevbox/koha/Koha/SearchEngine/Elasticsearch.pm line 534.
In this patch we are making sure $builder->build({ source => 'Item' })
is replace with $builder->build_sample_item
Test plan:
Turn on Elastic and confirm that all the tests pass!

I'm not sure what we need to test here, besides we get results. I'm
pretty sure we shouldn't allow a plain GET return all objects because it
could cause a DOS very easily. But it certainly belongs to a separate
bug/discussion.
In this case, I put a constraint on the items domain (by using
_per_page=10 in the query params) so it won't happen that under certain
conditions the user agent used by Test::Mojo time outs.

This patchset introduces a route to fetch items. It relies on the
already implemented code/mappings to get a single item.
To test:
- Apply this patches
- Run:
$ kshell
k$ prove t/db_dependent/api/v1/items.t
=> SUCCESS: Tests pass!
- Try the endpoint with your favourite API tool (Postman?)
- Sign off :-D
Note: to do exact searching on barcode, you need to build the query like
this:
GET /api/v1/items?external_id=<your_barcode>&_match=exact

GET /api/v1/items/{item_id} Gets one Item
This patch adds route to get one item from koha.items table.
To test:
1. Apply patch
2. Open a browser tab on Koha staff and log in (to create CGISESSID
cookie).
3. Send GET request to http://yourlibrary/api/v1/items/YYY
where YYY is an existing itemnumber.
4. Make sure the returned data is correct.
5. Run unit tests in t/db_dependent/api/v1/items.t
