It appears that the LocalHoldsPriority feature and the Holds Queue are
fundamentally at odds with each other.
The problem appears to be that both are attempting to choose the best
way to fill holds. When you are using the holds queue and you check in
an item that has been selected by the holds queue builder, that part of
Koha where the LocalHoldsPriority feature lives doesn't get to see all
the holds in order to pick the best one. Instead only the hold selected
by the holds queue builder is returned so to the LocalHoldsPriority
feature, that is only one hold to pick from!

The subroutine C4::Koha::GetKohaAuthorisedValueLib just retrieves a description
(lib) for a given authorised value.
We can easily replace it using:

or
Koha::AuthorisedValues->search({ category => $cat, authorised_value => $av })->opac_description

- Set AcqCreateItem=ordering and receiving items.
The description for notforloan, restricted, location, ccode, etc. field
should be displayed.

field linked to AV should display the AV' descriptions
- On the transfers page, the description of the location should be

At one time it was possible to store the results of a report into the
saved_reports table.
This allowed the librarians to compare different results, from the Koha
interface.
This patch is a proof of concept and is not very polished (understood:
it cannot be pushed like that).
Test plan:

option.
This will serialize into json the results and put it into the
saved_reports table.

with a date (note that you can have several date for a given report).

In the staff client, when creating an order from a subscription
the vendor name should be shown in a separate column.
This patch adds that feature. The 'Vendor' column is added before
the 'Library' column since they appear in that order in Advanced
search.
Test plan:
0) [PREREQUISITES] In the Staff client, under Acquisitions, create
a Vendor and associated Basket if you don't already have them.
Then, under Serials, add a new Subscription using the Vendor
you've just created.
1) Go to Acquisitions, and under 'Manage orders' search for a vendor,
then click on 'Add to basket' and select 'From a subscription'.
2) Click 'Search' on the left hand side to search for all subscriptions.
Notice how there is no 'Vendor' column in the results table.
3) Apply the patch.
4) Repeat step 2. Confirm that the patch works, i.e. there is now
a 'Vendor' column which displays the vendor name.

REPLICATE ISSUE:
1. Map biblio.frameworkcode to 999$b
2. Map biblio.biblionumber to 999$c
3. Add a record with something in 999$b
4. 999$b is removed by C4::Biblio::AddBiblio()
After this patch, the field used by biblio.biblionumber or biblioitems.biblioitemnumber
is not removed and created anew, thus dropping all existing additions.
There is no point in dropping the field in any case, since we can just replace
the existing subfields in-place with no need to recreate the whole field.

In order to add the ability to delete patrons who have been inactive for
more than a given time, we need to track down the last time they were
active.
To do that, we need a new DB column in the borrowers table (lastseen).
Note that the borrowers.lastseen column will not be initialised for existing
installations (set to NULL) so inactive existing patrons will never be
deleted.
A workaround would be to init them at the date when the new column will
be added.

This bug is a bit tricky to test, as the result is somehow random, depending on the order of rows returned by sql request. You've got to change the preferences several times to see bad results.
Enable EnhancedMessaging preferences
Set preferences for a borrower or a category.
run misc/cronjobs/advance_notices.pl and look in message_queue table the letter_code of the generated messages.
Change digest selection and do the test again several times
Without patch, for message where digest is allowed (Advance_Notice, Item_Due), for a borrower or a category with 'wants_digest' selected, GetBorrowerMessagingPreferences returns sometimes letter_code with DGST and sometimes not.
With the patch, letter_code returned is always correct depending on digest selected or not

If we import items that have a wrong branch code, the items will not
be imported but manage-marc-import reports them as imported. (A wrong
branch code probably occurs most, but other causes are possible too.)
The underlying cause is that AddItem does not look at the error
returned from _koha_new_item in Items.pm.
This patch deals with that omission in the most economical way. It adjusts
AddItem so that it returns undef if no item was added.
In ImportBatch.pm I check if an item was added and adjust the totals
accordingly instead of just always counting them.
Note: Several scripts like additem.pl use AddItemFromMarc to call
AddItem. They do not report an error, but fail silently. With this patch,
these scripts get undef and will still fail silently. (No change.)
Adding error checks around calls of AddItemFromMarc is outside the scope of
this report. Here we are taking care of correct imported item numbers.
Test plan:
[1] Verify that additem.pl still works by adding a new item.
[2] Run t/db_dependent/Items.t
[3] Add a new branchcode, say XXX.
[4] Pick a biblio record with a few items (n) and set one item to branch XXX.
[5] Export this biblio with items to a MARC file.
[6] Change the XXX item to the original branch and remove branch XXX.
[7] Import the MARC file. Verify that one item was not imported and that
the number of imported items reflects that (equals n-1).

[1] Candidate 1 is FillWithDefaultValues.
This routine in Acquisition.pm does not autovivify the tagslib
structure but first collects the keys at tag and subfield level.
So, unsafe can be safely added here :)
[2] Candidate 2 is script acqui/neworderempty.pl.
It only (!) uses GetMarcStructure to know if there is a ACQ framework.
There should be cheaper ways to do it, but when we use the fast cache,
it does not matter that much anymore.

GetMarcStructure() currently uses Koha::Cache in the "safe" mode
(returning deep copy of the result data structure by default), which
causes numerous performance issues in many Koha scripts. Switching
it to the "unsafe" mode globally (2nd patch from Bug 16140) resolves
those issues, but ensuring that it is regression-free (and that it
will stay that way in the future) is far from easy. This patch
proposes a bit more manageable solution, it introduces
a possibility to use "unsafe" variant selectively (only in those
places in the code where GetMarcStructure() is called repetitively).
That way, amount of the code that needs to be audited for possible
problems gets vastly reduced, without any performance trade-offs.
Test plan:
1) Have a look at the code and audit the parts affected by this patch
for possible regressions

Amended the POD of GetMarcStructure, removing a TODO.
NOTE: GetAuthorisedValueDesc, as called in C4::XSLT::transformMARCXML4XSLT
and by GetISBDView, GetMarcAuthors in C4::Biblio, may autovivify some hash
entries in tagslib.
Same for Koha/Filter/MARC/ViewPolicy.pm, sub filter.
No reason however to worry; our use of this structure in Koha does not
depend on the existence of intermediate hash keys. (We seem to be safe as
long as $tagslib->{$tag}->{$subfield}->{tab} and/or hidden are not filled.)
