Prior to Koha 22.05, the SIP2 item information message had a side affect of updating the datelastseen field for items. This bug has been fixed, but was being utilized by inventory tools that used SIP2. We should bring back this affect and formalize it as an optional SIP2 config account setting.

If registers are being used in Koha, they are required. If a SIP account has no register and a fee paid message is sent, the SIP server crashes and the client never gets a response. It would be much better if Koha would response with 38 response where "payment accepted" is N, and an AF field stating that the SIP account needs to be associated with a register.
Test Plan:
1) Enable UseCashRegisters, set RequireCashRegister to "always require a
cash register". Do *not* set a cash register for the SIP account you
will be testing with.
2) Using the SIP cli tester, send a fee paid message for a patron owing
fees.
3) Note the lack of a SIP response
4) Apply this patch
5) Restart the SIP server
6) Repeat step 2, you should now get a SIP response with the error
message in it!

The SIP patron status and information responses always return false foe "too many items lost". It would be reasonable to check the count of lost items still checked out to the patron and compare that to a threshold set in the sip config file. Though not all libraries operate in this way, it seems like a good and reasonable implementation as long is it is properly documented.
This patch adds the ability to set the SIP "too many items lost" flag
for a patron based on the number of lost checkouts the patron has where
the lost flag on those items is greater than the given flag value.
For example, one could specify that the flag be set if the patron has
more than 2 items checked out where itemlost is greater than 3.
By default the feature is disabled to retain the existing functionality.
If enabled, the default itemlost minimum flag value is 1 unless
specified.

Bug 12225 changed the templates to correctly pass through the no-block flag,
however, we don't have a no-block routine for checkins
This patch restore previous behaviour of performing a normal checkin when
no block was requested - it adds a new FIXME

Koha has been able to send arbitrary item fields via the "item_field" parameter in the config. We have partners that need the ability to created custom item fields from templates, as the item_fields feature cannot accomplish what they need. We need to add a templated custom field feature for items, similar to what we have for patrons.

2) Choose a SIP login to use, edit that account and add the following
*inside* the login section:

If a renewal via SIP would produce an error due to being on reserve, or
exceeding maximum renewals, Koha's SIP2 implementation will refuse to
renew the item even if the "no block" flag is set to Y.

If is entirely possible to create an SIP institution whose ID does not match a valid branchcode in Koha's SIP config. In fact, Koha's example SIP config contains an example of this ( kohalibrary / kohalibrary2 ).
If a SIP login uses an institution with an id that doesn't match a valid branchcode, everything will appear to work, but the SIP worker will die anywhere that Koha gets the branch from the userenv and assumes it is valid.
The repercussions of this are that actions such as the checkout message simply die and do not return a response message to the requestor.
At the very least, we should output a warning to the SIP log.
I think we should strongly consider disallowing institution ids in the SIP config that do not match valid branchcodes. In this scenario, attempting to start the SIP server should result in a error message with the SIP server exiting immediately.
Test Plan:

2) Make a sip login that uses an instution whose id is *not* a valid branchcode
3) Start the SIP server
4) Check sip.log, you should see a warning similar to the following:

format_due_date
If set to 1 the AH field in checkouts will follow the dateFormat system preference and format as due dates (ignoring time portion if 23:59:59 or 11:59:59)

Some of our partners have unusual barcode requirements that have
required us to transform scanned barcodes using javascript. This is not
the most reliable method. It would make more sense to have Koha
transform the barcodes on the backend using a plugin. We should add
hooks to transform and generate new item and patron barcodes.

Some libraries would like to transmit if an item is damaged via the
circulation status field. There is no specific code for a damaged item,
so we should use value 1 (other) along with an AF screen message to
describe the reason for the the circulation status of 1.

Bug 24449 implemented the too_many_overdue SIP flag ( position 6 of the
patron status flags ). This has had unintended consequences as
many library use SIP2 for validation to eresource vendors ( Overdrive,
Hoopla, etc ), but do not want overdue checkouts to block the
use of these resources.
Test Plan:
1) Apply this patch
2) Restart all the things!
3) Find a patron with overdue items
4) Run a SIP2 patron information request
5) Note the "too many overdue" flag is set
6) Set the new SIP config option "disable_too_many_overdue" for the
account you used for testing
7) Restart the SIP server

Some libraries need to send a different field as the collection code,
depending on how the library catalogs items. We should allow any arbitrary
item field to be used as the value for the CR field.

Some libraries would like patrons to be unable to return items with
holds via SIP. Instead, the screen message should indicate that the
patron should return that item at the circ desk so a librarian can use
it to fill the next hold right away and place it on the hold shelf.
Test Plan:
1) Apply this patch.
2) Place a hold for an item.
3) Enable the new SIP option no_holds_checkin for a SIP account.
4) Restart the SIP server.
5) Check in the item using the SIP CLI tool using the SIP account
for which you set the new option.
6) Note the checkin fails with a screen message indicating you should
return the item to the circulation desk.

The 'summary' field in the patron information request specifies if detail information should be send for holds,
overdues, fines, etc. The field is 10 characters in length (0-9). However, the SIP2 spec only defines indexes 0
though 5, leave 6 though 9 undefined. Some ILSs specify behavior for these undefined indexes. Apparently the
7th field is often used to request 'Fees', as opposed to 'Fines' in some ILS. Some software that integrate via
SIP try both the 5th and 7th indexes to ensure they get all fines and fees.
The problem is that Koha's SIP server crashes if any 'summary' index beyond 5 is flagged. We should simply
ignore flags beyond 5 and act as if no flags were sent.
Test Plan:
1) Enable SIP for your instance
2) Send a patron information request with a summary flag in any index beyond 5.
i.e.: 6300120200617 124846 Y AOMIDAY|AA21030050054321
3) Note the SIP server just closes the connection without a response
4) Apply this patch

Some SIP devices need access to item fields that are not sent as item information in the checkin, checkout and item information responses.
It makes sense to allow these fields to be sent in an arbitrary and configurable way, rather than hard code in each special case.

Now that we have Koha::Logger, we should use it in our SIP server. This
has the potential to make debugging SIP issue much easier. We should add
the userid for the sipuser to the namespace so we can allow for separate
files per sip user if wanted.
Test Plan:
1) Apply this patch set
2) Update the modififed log4perl.conf to your system
3) Restart your sip server
4) Tail your sip2.log, run some queries
5) Note you still get the same output messages as before, with the
addition of the ip address and username ( if available )
prefixing the message.

At some point some calls to maybe_add got an extra $server var in their
parameter lists. This doubled parameter does nothing and should be
removed.

To test:
1 - You will need to enable SIP on your testing instance
cp etc/SIPconfig.xml /etc/koha/sites/kohadev/
sudo koha-start-sip
add a user listed in the SIPconfig to your system and give them permissions (superlibrarian works)
on koha-testing-docker you should be able to start sip with user koha/koha without any adjustments
2 - If you copied the above file you should be set to get custom field DE with dateexpiry
Otherwise edit the sip login for the user to have a custom section like:

renewability and renews items has been refactored into it's own
function.

- I am also not sure about the code path if a patron paid fines on the
opac (via paypal etc.) but renewals are not allowed on the opac.
We've introduced the syspref RenewAccruingItemInOpac (default is off)
which, when enabled, will cause items attached to fines that are paid
off in the OPAC (via payment plugins), to be automatically renewed.

We should be able to set system preference overrides for SIP in a
similar manner that we do in Apache. It would be great if we could
specify those overrides on both a config level, and login level basis.
Test Plan:
1) Apply this patch
2) Start your SIP server
3) Enable the syspref AllFinesNeedOverride
4) Find or create a patron with a small fine ( less than noissuescharge )
5) Attempt to check out an item to the patron, it should fail
6) Add the global syspref override from the bottom of the example SIP config file
7) Restart your SIP server
8) Attempt to check out an item to the patron again, this time it should work
9) Now, add the login level syspref override section as it appears in
the eaxmple SIP config file. Make sure to add it to the login you are using
10) Attempt to check out another item to the patron, this time is should
again fail

Some libraries would like to limit the amount of personal information a SIP server sends
to arbitrary parties on a per-login basis.
Test Plan:
1) Add a new key/value pair to one of your existing login stanzas in your SIP config file
For example: hide_fields="BD,BE,BF,PB"
2) Restart SIP
3) Send a SIP message that would normally return those fields ( in this example, a Patron Information Request )
4) Note the response has had those fields removed

Some SIP devices ( in this particular case, bin sorting machines from RFID Library Solutions ) require a CT field to be sent, even if that field is empty. Koha should be able to support this behavior.
Test Plan:
1) Apply this patch
2) Enable the new option ct_always_send for a SIP2 account
3) Restart SIP
4) Check in an item successfully via SIP, which will not be transferred
5) Note the response contains a CT field with no value

Many SIP services send an empty password field (AD). Even if allow_empty_passwords is enabled for the given SIP account, this empty password is run though Koha's password checker which increments the number of login attempts for a patron. Thus repeated patron information requests can lock a patron out! Empty password fields in SIP should not call for a password check if allow_empty_passwords is enabled.
Test Plan:
1) Enable a patron password attempt with a limit of 3
2) Send 4 patron information requests with an empty AD field
3) Note the patron's account is now locked
4) Apply this patch
5) Repeat step 2 with a different patron
6) Note the patron's account does not get locked!

Many services use SIP patron req info to validate a patron against
the koha database. If recording lastseen sites will
also want to record that the user has accessed these
library facilities although they have not logged into koha
