Bug 29948 added a "multiple_sortable" type for sysprefs, to have the
options sortable. But the options were not picked for translation.
This patch fixes it.
Test plan:
Run `cd misc/translator && perl translate update LANG` before and after
this patch. Notice that with this patch you see the different options of
OPACAuthorIdentifiersAndInformation in the LANG-pref.po file (eg.
"Associated group (373$a$s$t$u$v$0)")
Translate the options
Install the translated version of the templates and confirm that the
strings appear translated on the interface.

When using __() (ie. Gettext.js) we are seeing the translations that are marked as fuzzy.
This is definitely not the expected behaviour.
It happens because (our version of) po2json are old and no longer maintained,
and just embed them.
It seems that the bin we have has been upgraded to a JS version
(different authors).

This bug originaly wants to get rid of "noindex" coming from this meta

But actually we have other strings from the meta tags that should not be
translated.

I lost too much time trying to know what the translation script outputs
sh: 1: Syntax error: end of file unexpected
To recreate:
touch 'koha-tmpl/intranet-tmpl/prog/en/modules/<' (yes, don't ask!)
koha-translate -i de-DE --dev kohadev
or
koha-translate -u de-DE --dev kohadev
And you get the shell error without any ideas what's happening!
With this patch applied you will not get any errors because the quote
will actually copy the file (what is expected).
But without the quote the cp command will fail and the explanation will be
displayed

We have our own "quote_po" sub that is stating that Locale::PO::quote
is buggy because it does not deal with quoting new lines correctly.
However it seems that it is fixed now.
Ideally we could use Locale::PO::quote everywhere, but it does not
escape tab characters:
$string =~ s/\\(?!t)/\\\\/g; # \t is a tab
This means the following:
msgid "Tabulation (\\t)"
msgstr "Tabulation (\\t)"
become:

The real problem behind this is that we have 2 methods to quote strings.
At first glance it seems that Locale::PO::quote was not used before, but
with the introduction of the koha-i18n project we will have scripts that
will use Locale::PO->save_file_fromarray, which uses Locale::PO->quote
=> Those scripts will be used on the translation server for post
processing (security reason, marking potential XSS strings as fuzzy).

The PO files are not sorted when we update them which leads to
unnecessary changes that are commited: hard to see differences and
make git index grow superfluously.
Test plan:
0. Do not apply this patch
1. gulp po:update --lang es-ES
2. git commit -a -m"First PO update"
3. Run again the gulp update command
4. git diff
=> You have a lot of changes generated here, the po:update is not
idempotent.
5. Apply this patch
6. Run the gulp update command
7 git commit -a -m"PO update after 34959"
8. Run the gulp update command
9. git diff
=> No changes are generated
Note that this patch will all the entries by files, and per line
numbers.
It fixes a bug in some condition, where we add information/context about
the string. For instance search for "For the first occurrence" in the
file. Prior to this patch this was not correct, we didn't add info about
the first occurrence (but whichever in the list).

This patch ignores fuzzy translations for preferences and warns if there are multiple sections with the same translated name.
Test Plan:
1) Install English United Kingdom translations (./misc/translator/translate install en-GB)
2) Go to Koha administration in the staff interface
3) Click Global system preferences
4) Select I18N/L10N preferences
5) Enable English United Kingdom in the language preference for staff interface
6) Save all I18N/L10N preferences

11) Observe that there is only SelfCheckInMainUserBlock or StockRotation, but not both

Some old-style code is making our tests fail when run in Debian Testing.
This patch addresses this.
To test:

If the installer files exist for a given language, the translate script
won't update it.
We should get a confirmation from Bernardo (author of bug 24262), but I
don't understand why it could be needed (side-effects?)
Test plan:
Installer several times the same language, drop the DB and run the
installer+onboarding process.
Check files installed by the installer (yaml for notice templates,
biblio frameworks) have inserted the data properly in DB.

There is a badly crafted regex used when extracting
strings in multiline fields in yaml files
The regex is my own, introduced in Bug 24262, sorry.
This patch correct it a little. Better eyes are welcome.
To test:
1) go to misc translator, update some language
./translate update fr-CA
2) check missing strings
egrep "Total out|Operator ID|August 31" po/fr-CA-installer.po
first two are from sample notices, third from sample creator data
3) apply the patch, repeat 1)
4) repeat 2), verify the strings are present in the translation file
5) translate some of the new strings, install the language,
verify strings are present in the translated files

This patch adds *-installer-UNIMARC.po translation files.
For fr, it, uk and ru languages matching strings have been
extracted from master (fr-FR) or 21.05 (it,ru,uk) UNIMARC SQL
files. The mentioned languages shows some level of completion:

ru-RU 61%
it-IT 55%
uk-UA 54%
To test:
1) Apply the patch
2) Verify new files are present
misc/translator/po/*-installer-UNIMARC.po
3) Verify fr-FR, it-IT, ru-RU and uk-UA files
have translated strings (inspect the files or use poedit)
4) Install any of those languages, ej.
misc/translator/translate install fr-FR
then do a clean UNIMARC install and verify that
authority and bibliographic frameworks shows translated
strings.

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.

Fixed missed "singular" message which had word "one" instead of "{count}" for uk and ru because it should be used not only for "1" but also for "21, 31, ...".
Add formula for 2/3 form for Russian (Plural-Forms:...)
and Belarusian and Ukrainian formulas normalized to be the same for all three languages
memcached address and namespace are in $KOHA_CONF, so it is required to
read it before being able to access the cache. And after that,
configuration is kept in memory forever. Storing this in memcached is
useless and even counter-productive, since Koha reads both the file and
the cache
This patch addresses this issue by removing the cache-related code from
C4::Context->new.
It means that C4::Context->new will always read the configuration file,
so this patch also replaces inappropriate calls to
C4::Context->new->config by appropriate calls to C4::Context->config
It also fixes a bug where C4::Context->new would ignore the filepath
given in parameters if there was something in cache.
It also removes a problematic call to Koha::Caches->get_instance.
Because this call was outside of any subroutine, it would have happened
before the initialization of $C4::Context::context (which happen in
C4::Context::import)

We had two problems in the LangInstaller.pm module:
1) the PO file was read as bytes instead of as a UTF-8 text stream
2) The YAML file being outputted was double encoded, once by setting
the file handle to output UTF-8 and other time in the DumpFile
function internally
To test:
1. Before applying patch do the following
$ cd misc/translator
$ ./translate update pl-PL
$ ./translate install pl-PL
$ cd -
$ less installer/data/mysql/pl-PL/marcflavour/marc21/mandatory/authorities_normal_marc21.yml
2. Notice the output of the authorities_normal_marc21.yml contains
invalid looking UTF-8 characters
3. $ git clean -d -f # to remove the old translation files
4. Apply patch and repeat the steps and notice the
authorities_normal_marc21.yml contains valid looking UTF-8 characters

This indicates the succesful execution of the initialization code.
Test plan:
Ensure that there are no other perl files that need "1;", but dont have
it.
